Using GPU acceleration is good, and means anything will run better than running CPU-only. Also, desktop compositing and no screen tearing.

What 16-bit operating systems were flat? Windows 3.1 wasn't. Pseudo-3D coloring was used all over the place. Same in Windows 3.0. Even Windows 2.0 uses shadow effects.

Ancient Mac OS? Early Amiga OS releases? Those were fairly flat, but still often went for 3D effects.
