What specifications should I look at when buying a new monitor ?

Official monitor specs are generally marketing bullshit.
Look for decent reviews that measure the monitor's color quality, gamma, contrast ratio, response times, viewing angles and so on.

Depends on your usage scenario.
For desktop usage, VA panels are great. The more pixels, the better.
For gaming, something like the Eizo Foris FS2735. Minimal input lag, low response time, high refresh rate, good viewing angles.
