The need for that IO scheduler has been long outdated. Linux has a scheduler that does what that does.

Many distros are not as bloated as Windows 8 or 10 and may require less RAM to run well, but loading stuff from a HDD has been a bottleneck for ages. There's not much the OS can do about that.

Once the system is running and has cached its basic stuff it usually runs smoother than Windows, though. Windows may have a bit of an advantage in some cases with its very good interactivity scheduling tricks; many Linux distros are more optimized for server usage than responsiveness.

Also, windows 7 is pretty damn slow to boot, and most linux distros are pretty fast.
