Yes, obviously they can because phones can make emergency calls without sim cards.

The phone doesn't require the SIM to connect to the network. SIM stands for subscriber identity module. It identifies a paying customer to the network, so when you make a call, the network checks whether that SIM has enough credit on it / has had its phone bill paid, before allowing the call to be connected.
And as someone else pointed out, you can phone emergency services without a SIM card, because calling them is always free I guess.
