It's 100% about space. The precise amount the extension uses is 2.2KB of space. The amount of memory the blank new tab uses is 7MB of memory, which is approximately six times less than a generic google search page uses, much less than google's own new tab page uses. The extension itself doesn't remain resident in the background, ergo it doesn't run. It makes a setting change that = about:blank, ergo, it's literally the exact same as setting a blank new tab via about:config in firefox, for example.

I'm guessing it looks different on stable/beta/canary.
On stable when I enable it it barely looks any different other than taking up more space and the nav+extension buttons being alligned wrong, https green block looks awful.
Downloads tab looks great with material though, should do the same with history.
