Simply put, it's unsuitable for mainstream use.
Every user needs to re-learn how to use their computer and once they've done so, they do not gain any sort of boost in productivity or efficiency that would have made it worth it.
This means no sane employer would ever make the switch and it's not like it's a particularily great platform for gamers either.

8 was the beta test and beginning of a lock down of Windows by removing options and settings that power users depended on. The dumbing down of the OS to pander to the Facebook/OSX/Tablet crowd is what killed of 8 and now 10 entirely. 10 is just as bad as 8 if not worse.
