Not really. One of the most important aspects for artists is whether the device will fit into their workflow.
If their workflow revolves around Windows and desktop applications, like Photoshop, then the iPad Pro can't enter that workflow, and it provides nothing to compete with that workflow.
If you are working practically solely Mac then the iPad Pro can find a place into your workflow, but the Pencil is still a design blunder. Ergonomically it is shit, it has no buttons, can't quickly change to eraser, smooth surface can become slippery to hold, etc
And if we take out the drawing implements then the Surface is a much better typing tablet with the adjustable kickstand and cover which is way more stable than Apples cover.
