The Crimson Suite applies a very aggressive power saving feature. What you're experiencing is your GPU downclocking regardless of whether you have Frame Limiter or Vsync enabled, it downclocks by 30% or so and sometimes by up to 70% and keeps the FPS around 25 to 45 max usually some retarded reason.
