Most laptops actually come with an iGPU and switch to that under light loads. The dGPU is only activated when running 3d tasks.

Quad cores are meme for facebooker browsers, yes.
For everyone else Quad Core actually helps. These Dual core cpus are relying on the hyperthreading to attract people. These will basically be shitty laptops for anything but web browsing in 2 years time and even now on certain operations.
In general you see these gimped cpus in "ultrabooks" which also throttle the shit out of the cpu to begin with so your performance is shit overall.
