They should do a used platform buyers guide video instead. Used i5-2500 or phenom II x6 platform almost the same price on ebay. Phenom II x4 + mobo can be gotten for like $80-$90.

This, so much. Dual 1366 is fairly good, even for gaming (I've done it), although it does have some quite large drawbacks. However they went too far back in time with too small a budget and made a complete clusterfuck of the build.
At that price they're probably better off with an X58 board and a decently overclocked i5/7, it's not like they're benefiting from having dual Xeons any way. Even if it ends up costing more, there's a certain point below which it's just not worth bothering and you should just save up some more money (or get a console).

It's probably a card that they got for free and will likely keep until it's worth hardly anything (I wouldn't be surprised if they're not even allowed to sell it until a certain amount of time has elapsed).
The funny thing it's probably actually better for them not to have the locking tab, as they'll mostly be using it in their benchmarking rig (which is horizontal) and swapping it out with other cards regularly.

Xeons go for cheap in used cpu market because servers dump them on ebay/amazon for cheap. There's tons of xeons on sale and they each compete with each other with minimal profit margin. Since most mainstream people don't know about Xeon, their value drops too (low demand, high supply).
