It eats some percent of your physical memory for caching purposes.
Be grateful it isn't wasting your RAM (read: leaving it unused).

It unloads some of it when other applications request it. It's done it for years.

Ignorant fuckfaces need to read a book or delete themselves off the surface of this planet.
User -> Administrator -> SYSTEM
Invoke a command prompt as SYSTEM or TrustedInstaller and you can delete System32 to your hearts content.
Thank fucking god that SYSTEM can only be invoked with priv escallation exploits or psexec, because having to deal with that on a daily basis would be a nightmare.
