So I am brand spanking new to linux and I just installed LinMint(Cinnamon). But I seem to have some theme issues. all the themes I choose only change the window borders and the bottom panel but that's it.
Can someone please teach me how to properly theme? I've been looking and reading for a while now but there has not been a single "guide" thats informs me on proper theme installation and application.

i remember having the same issue. iirc, themes installed via the theme manager weirdly only changed some parts.
manually installed themes, like >>51828425 explains, for instance, did the trick. i recommend numix dark, btw. it's apparently quite popular.

The themes you installed through the "Themes" section on the bottom panel will only change the panel.
To install a proper theme easily, you have to use the terminal
$sudo add-apt-repository ppa:ravefinity-project/ppa
$sudo apt-get update
$sudo apt-get install ambiance-blackout-flat-colors

It appears the theme is not compatible with the latest cinnamon. You can look for ceti-2 or vertex or adwaita-x-dark for darker themes.
