That's normal and the entire point. 10bit x264 is more precise with various calculations and in some cases (often with mongolian slideshows) requires significantly less bitrate to create a transparent encode without introducing banding.
From the viewers perspective the extra colour range is irrelevant as it's dithered on playback anyway however a lot of devices can't play 10bit encodes hence their of often being a choice of both 8bit and 10bit encodes.
