Btw could be a RAM problem, I don't know on what device you are but if you can access/swap the RAM, take all sticks out except one, try to boot if success RAM problem if not try next stick or just run MemTest

Sometimes works, if windows is corrupted during installation probably won't work. If swapping HDD to one computer from another will definitely not work.
Easiest solution is boot to live dvd/plug hdd into working machine, back up data and nuke/reinstall. Everything else is a pain in the ass.

If you're trying to install Windows on a recent UEFI notebook, you might get stuck on this screen, in this case you need to install Windows in CSM mode due to the shitty UEFI integration of the OEM.
