I want to build the smallest PC possible that isn't a raspberry pi, how do I do that?
Buy a Mac Mini you fag
1. Build PC
2. Throw into black hole
Buy a NUC. Smaller than a Mac Mini. You aren't gonna get much tinier than that and have a proper x86 PC with at least some expandability.

What do you intend to use this PC for?
how small do you mean? if you want something raspberry pi sized, you're gonna have to get creative. if not, and you just want something for LAN parties or similar, just get a mini itx mobo in a small case

To hold my face against it and take pictures for facebook.
Seriously though, I just find myself attracted to tiny things, and I could always use a dedicated linux machine for coding, youtube and surfing the net on my TV.

Compute stick or something similar sounds like what you're looking for.
pico boards, enjoy wasting your money. more so than if you bought an atx board and components

Compute stick is garbage.
get a thin client... they are ok enough to use as a facebook machine and take up little space maybe the size of a big book

Probably something like this aside from an all in one PC

I made a computer that's a 1x1 foot square and can play games pretty okay
Try this and get components to go with it, it's pretty nice
