Lithium batteries suck in the cold. My bike headlight rated at 10 hours on low will run less than an hour if I don't use the extension cable and put the battery somewhere protected.
For lithium powered boot heaters I'd make sure you can get extensions so you can put the battery packs inside your jacket or hook to a belt.
I have hotronic ones. Much more expensive, the nimh packs handle the cold fairly well. And much higher max temp (29 - 76 C range over 4 settings vs 30-45C one setting? for those ebay ones)
