The OS doesn't decide 64 or 32 bit based on your CPU dumbass, the OS install is either 32 bit or 64bit, you are obviously installing a 32 bit OS. You need to get a 64 bit copy.

When I download the 64 bit installer and try to run it, it just gives me an error saying its not compatible like when you try to run a 64 bit game on 32 bit

Well, if the installer itself is a 64 bit program it may have some trouble starting under a 32 bit OS. Make a bootable USB flash drive or something and install from that.
