Hardware in general works this way. Not always as extreme, but peaks in power draw always appear like this.
Your CPU that pulls 70w~ on average will spike above 120w periodically. The Fury X can draw 220w-250w on average, but it can spike above 400w for microseconds at a time.

Those momentary spikes don't harm anything.

You're probably confusing total system power consumption which is totally irrelevant. Literally nothing you could pull out can touch Tom's testing methodology using two oscilloscope to log isolated power draw in real time.

IIRC AMD have been trying as best as they can to avoid drawing power from the mobo at all, to the point where the power the Fury X draws is purely symbolic. Not so sure about the 380.

This is true. On all the tests I've seen on AMD cards, they almost never spike over 75W, and on average draw 25W or less from the PCIe socket.
