How do i know if my 390 is defective?
It performs like garbage in most new games. It's pretty annoying when 970fags are bragging about how quiet,cold, AND well-performing their cards are, and all i have in return is "muh 3.5". granted, i do often go over 3.5 gigs of vram in new gaymes, it still fucking sucks how badly my card performs. why the fuck did i type all of this?
anyway, back to the original question.
I've got an XFX r9 390. how do i tell if it's defective?

Let's try to have a decent conversion here.
AMD is a somewhat good company, they're even trying to get closer to the Linux & FOSS world.
Their cards are good, sometimes even better then Nvidia cards, still their drivers are pretty bad.
Nvidia on the other hand, is not as good as a company, but their cards are as good as their drivers and software. Now I personally always choose Nvidia cards for this reason, especially since AMD Linux support is garbage.
Your radeon card is probably not performing so good because of the games you're playing are probably optimized for Nvidia cards, if you have the chance you should consider switching at least for now.
What's your CPU? What kind of frames are you getting in games? What games? Is your monitor plugged into your mobo or your GPU?

i5 4590. i know it's not the best but it seems almost equal power-wise to the 390 to me.
monitor is plugged in to the gpu.
i cant really give specific examples, but i know when i tested out Far cry 4 i was getting really shitty frame rates compared to benchmarks.
is my clock speed relevant here?

it's definitely not that, i check temps pretty much after every game i play. rarely goes above 75, SOMETIMES goes up to 80. very rarely though. and that's only for the newer, more demanding games. most games stay between 55-70.

Mad Max is one. If i turn V sync off it averages at 90 fps at 1080p. with v sync on at 1440 it holds 60 literally all the time, and temps (somehow) don't go above 66. the other games i upscale are old and undemanding.
