Preferably under $100, looking for good quality, loud with decent bass.
My aim is to be able to induce PTSD when I'm playing Rising Storm/Red Orchestra or make my room sound like a club when I'm blasting my 90's german techno

3. Buy a Lepai LP-2020A+ amp to power them
And in three steps, you have a better speaker setup than any "computer" speakers that sell for less than $250.

Eagle Arion 70 watt 2:1 system. Does everything I need it to do and the sub will shake the floor if you are watching a movie or playing vidya.
Then again I'm not an autistic audiophile so the $55 I spent on them seems like a good investment to me.

Their old speakers like the at-12, d5, d7,dx7, dx9, d8 and at-15 can be had for under $500 but are not really worth that much.

I only get the noise when playing at above around 110-120fps in games, it gets louder the higher the framerate. I get noise when plugged in charging via usb, but not when unplugged.

If I plug in a non wireless headset that is USB powered and uses the standard green and pink aux jacks I still get the same thing like if I was charging my wireless headset.
