For a price range of 80 USD i'd say buying used hardware will be a much better idea.
For 82 USD i found a used office tower with intel core 2 quad q9300, 4GB of RAMZ POWER.
Unfortunately no HDD.

Bump the PSU to a 600w or so and I'd change to d14 to a cryorig h7 otherwise its fine. I dont like that pc mate doesnt support sli but it is the cheapest z170 board and still has usb 3.1 2. Someone else might give you shit about 970 over 390 but I think its still fine.
