So, a bank might buy a package that's 80% A-rated mortgages, where they expect an almost guaranteed full payment over time. Then maybe 15% of B-rated, where the odds of default were a bit higher. Except they actively engaged in fraud. They blatantly lied about the contents of these packages. Ratings companies misrepresented packages under review.
