"Best" is a subjective thing. Some are better then others for doing certain tasks such that best is derived from the criteria which you are using to judge. In terms of security probably BSD (obscurity/closed source binary components, open source everything else) -> Linux (open source forcing solid code) -> MAC (obscurity/good initial foundation) -> Windows (obscurity/cluster fuck).
In terms of philosophy Linux would be the ideal as quality open source code can continuously be rebuilt/built upon where as bad closed source code will take more and more effort over time.
A lot of what is "best" in a certain area, i.e. image modification, video rendering, etc. is dependent on software and the big money machines which have driven these markets. For gaming windows is best simply because games were designed to be run with Windows APIs, drivers, etc.
Thankfully the hardware improvement stage is going to dwindle eventually and this is the time we will see more efficient/better written code making a huge comeback as the only way to continue growth will be better algorithms and better code quality, i.e. Linux will be the ultimate victor.
