I live in a city with many historical buildings that pretty much used to be palaces in their time, most of them are of course assigned as embassies for various countries but many are private-use as well.
I've been in quite a few such buildings, and I'm honestly not surprised at that image. There's no reason why they couldn't plant their offices in a fancy and historically significant building, the government usually likes that kind of stuff since it means they don't need to waste money on it's upkeep.
