for the laptop yes, since you can get a pretty nice used Thinkpad for that money. Mice, I'd say you're way down into junk territory at $10. Nice ones are more than that. There's a lot of stupid gaymen mice, but there's a few that are pretty nice (I'm thinking of the G400 for one) that are much more than ten. Same for keyboards, $20 consigns you to a shitty generic rubber-dome unless you find a real steal on a Model M.
You're also wrong about the phone, but from the wrong end, it shouldn't be over a hundred bucks or so. 200 is way way too much to pay.

I have no issue spending money on high quality stuff. My mouse and keyboard together were about $250.

g502 and mechanical keyboard here. If I never played any games at the time of buying the mouse, never did any programming, general scripting or CLI fun, and just used my computer to rarely surf 4chan and watch anime then yes I'd probably go by this.
