You actually got a good chuckle out of me, 10/10 b8.

partitioning is not the same as creating a folder

Op there lying don't listen to this troll just run the install iso in the file after moving system32 there.
ok srsly can s1 explain whats the differnce between partioning and a simple folder?
both basically collects stuff on the harddrive
Creating a folder on the existing Windows filesystem doesn't cut it. You have to open up diskmgmt.msc (type that in Start search) and resize C: (the Windows filesystem) to make space for a different filesystem which directly provides Unix structures and is fully supported officially by something other than Windows. That different filesystem is then created in the free space you partitioned out by the OS which is loaded up using http://http.us.debian.org/debian/tools/win32-loader/stable/win32-loader.exe or something like that.
Alternatively, don't install Linux on your main computer, but rather download http://lassauge.free.fr/qemu/release/Qemu-2.4.0-windows.zip and http://cdimage.debian.org/debian-cd/8.2.0-live/i386/iso-hybrid/debian-live-8.2.0-i386-cinnamon-desktop.iso, then open the .zip and copy out the Qemu-windows-2.4.0 folder to the desktop, then create a shortcut to (...)\Qemu-windows-2.4.0\qemu-system-i386w.exe -cdrom (...)\debian-live-8.2.0-i386-cinnamon-desktop.iso and launch it.
On the greatest extreme, if you're willing to trade off some features of the actual operating system (such as package management in a standard way between programs) for something similar with more integration on your current Windows desktop, you can use http://cygwin.org/setup-x86.exe instead.

linux and windows are not compatible. you have to delet or move to somewhere the folder called "System32"

you can't install linux in a folder
look up some tutorials online. Ubuntu is nice for beginners and easy to set up
