That's because he probably lives in the richest parts of the area. Anywhere other than northbay is dirt cheap. $5 at a Safeway and $2.50 at a grocery outlet.
Rent is still bullshit in San Jose. $2200 a month for a 600x800 lot with walls I swear to god are thinner than rice paper.
My buddy whos attending UC merced says about $8 a gallon but that school is in rural territory so its expected.

I live in a fairly rich part of the city and I've never seen $15 milk. Even Whole Foods doesn't have those prices. Safeway is on par with your prices as well. I think a lot of the difference in price for food is with prevalence of hippie food. Those trust fund fucks will pay anything if you tell them it's grass fed organic bullshit.
$100k/year is entry level in bay area, but it'll look great on your resume! Congrats!
