Thanks OP, thought it was just me. It's only happening for me with IE11. In Waterfox other settings are available but I experience video freezing (audio still plays) and then the video will play at a fast speed to catch up with the audio and then freeze again.

Well, it seems IE11 can only do 760p max with html5 on jewtube. Looks like they're using webm/vp9 for anything higher and IE doesn't support it.
