Social usually implies getting to know other people and/or just chatting. The only reason 4chan isn't a social network is because everyone is anonymous and you never know when you're talking to the same person. So it's in a gray area right before a social network. Yes because at the end of the day social interaction takes place here. Even if tripfags were banned you would still essentially be communicating with another human being over the internetz. The difference is you are not obligated to have an identity here.
Furthermore having an identity here only guarantees 2 things: people can search all the dumb shit you've said in archives and people can filter you if they don't like you. There is no fame to be won here.
