Everytime I try to download something on chrome, it freezes and the dialog box appears after several minutes. Does anyone here know anything about it?

It's got something to do with the antivirus. It's checking the download and freezing Chrome until it's done.

Disable antivirus and check again.
If that fixes it for you just switch to another antivirus.
I'd do a malware bytes run just in case.
Windows installations tend to shit themselves over time , that's why i use ubuntu to do anything that ain't videogames.
Get an ssd to fix windows being shit or reinstall windows often.

It's probably a problem between chrome and W10 (it started since I updated from W7). I looked over the web and it seems I'm not the only one to have it but no one knows how to fix it.
Maybe it's trying to reach a network share that you saved shit to earlier that isn't available anymore
