I can't get a stable 4.5 OC on this chip even at 1.35V. Only stable around 1.4V and I get temps around 75C then, which are obviously unacceptable. I guess I might need to replace my thermal paste.
4.3 only works at 1.32V so far.

Max rated temp for my chip is like 73C. Intel is conservative but not extremely so.
75C is really bad. I don't think the fan on my heatsink is blowing out of the case.

Yeah sounds like your airflow is crap, cause my 1500k needs 1.41v at 4.5, and even under a 212 EVO it doesn't hit over 72c load (in an H440 of all cases).
Could try redoing the thermal paste if you want, may help a bit.
75c is safe temp for a 2500k. I'd worry when you're getting in the 80s

My 4790k is completely stable at 4.7 ghz and 1.288 volts. Never gone above 60c without artificial stress testing, and idles at 26 C.

By the way, there is a reason clock speeds aren't being pushed as far, not only is it difficult, it's ineffective. CPU speed is dominated by memory latency. Latency doesn't somehow get better at higher CPU speeds, there are just more cycles of waiting for data from memory.

So far I've had an FX-6300 that wouldn't go over 4.3 unless I used stupid voltages and a 4690K that won't go over 4.3 either.
Hell, the best OCing chip I've had so far was a (locked) Athlon II X4 620 that I took from 2.6 all the way to around 3.5GHz.

That wasn't me. I don't have a water cooler because my case sucks and cables and shit are everywhere. I could barely fit my 980 in there around all the cables.
Yes, I tried managing them, but the holes are in bad places and the cables not long enough. My mobile also has weird places for hookups.
I doubt I could fit an H110i or similar closed loop radiator inside my case.
I took apart my shit last night and discovered the reason for my high temps, though. There was TONS of dust caked on the heatsink and basically everywhere. Need to buy canned air soon.
I had one that wouldn't even go over 4.2GHz, consider yourself lucky. K series doesn't guarantee you the best possible bin.
