Your mom will be better off with a small and quiet pre-built or laptop. If she's using more than one monitor, stick a cheap GPU in a pre-built. Only gaymers benefit from custom builds.
Get her some laptop with a docking station. Performance seems rather neglectable, so some cheap i3 or AMD with 4GB RAM and a SSD should be more than fine
