Yes, the better Intel Atoms and ARM machines can (in software, for hi10P).
But I'd get a box rather than a stick anyways.

Anyhow, you can do it in software with the high-end-ish ARM or newer Atoms.
And HEVC + (even 3D) BDMV can be done in hardware on many of those.

I have a 1st gen FireTV and hi10p works on it as long as I disable hardware acceleration in kodi. I don't recommend buying one though. The version of android it runs makes it pretty terrible.
