This is bullshit misuse of statistics because this
1) assumes that Sillicon Valley tech hire college graduates and thus their makeup should reflect academia

2) assumes that the same tech companies only hire american graduates

Yes, firms almost never pay for relocation costs for anyone. Silicon Valley and NYC are the only two tech hubs that do not pay people to move. Seattle stopped doing it during the recession but are beginning to do it. The secondary cities are forced to, Denver and Austin firms are starved for workers.
The thing with STEM is that you can tell when someone got their degree through affirmative action a mile away. It's not some desk warming, hand shaking job that any idiot can do. You actually have to produce. This hurts blacks and females, and helps whites and Asians.
Will this ever change? Probably not. The field is too competitive and lucrative to support dead weight. Hire too many affirmative action hires, your best people will leave the company to start their own.

In the US, police academy is 6 months and there are no other requirements than a handful of physical tests and having no criminal record.
