Locked down how? Compared to Windows nearly everything is customizable, Apple even organizes setting files neatly in plists so it is trivial to change them. Key binds can be freely modified out of the box to just about anything (You can have system wide vi/emacs bindings even in textfields!)

The only thing I can think of is Rootless which was introduced in El Capitan and provides kernel level security against rootlets and malware. But that can be disabled easily. Backward compatibility is excellent, the last time things "Broke" was in 2006, nearly 10 years ago, because Apple moved away from the PPC architecture to x86.

Is there anything specific anon? Because I'm at a loss.

All windows software through wine-staging, and all proprietary and open source OS X (and Classic Macintosh through sheepshaver/classic/minivmac) software imaginable. Hell even the most functional implementation of Plan9 (from userspace) (that both Russ Cox and Rob Pike currently use) is on OS X (because, you know, all of the original Bell Labs hackers now use MACBOOKS)

Functionality requires consistency. Having things in predictable places. Not getting unnecessarily complicated or too "streamlined".

I use OS X now but one of my favorite UI's was Gnome 2, back when I used RHEL. It was extremely usable, and everything was kept in very ordered menus. You were never surprised with Gnome 2. Now it is all but dead after it was "re-invisioned"

your eyes need to travel way farther from item to item in order to read through one of Microsoft's idiotic left-to-right sorted column views. The number of items per vertical inch is several times greater than the number of items per horizontal inch. If the columns are sorted vertically then I know that "Sa" is going to be just a little bit above "Se"; if they are sorted horizontally then Sa and Se could be in inconsistently different columns, and I need to scan across lines and over line breaks to find what I want.

The idea is good. It's basically system-wide MDI without the main window visible, and it fits the "app-centric" approach of OS X.

The problem is - Apple does not know whether fallow it or not, so programs (even some 1st party ones) behave differently. They probably consider the original way too complicated for today's tablet generation so they go with more Windows-like approach - where close button fully closes the program. I bet some of their designers want to eliminate the menubar, too, because it's part of the "problem".
