in many areas they don't even need to do that. It's an enormous pain to get permits to build the infrastructure to provide internet. You have to run endless miles of cable, some property owners won't like it, and not only the state but every shitty little mickey-mouse municipal organization along the way wants its say in the matter. To say nothing of the enormous expense. All Comcast has to do is decline to lease out its' cables running into people's homes.
hence why it takes the likes of Google to come in and compete with them - a company with billions to burn, a strong business case (more people consuming more internet services is good for the company that runs advertising all over the internet) and the enormous clout to match a company like Comcast. And even then it only makes sense in some areas (hence the slow rollout of Google fiber)

What really needs to happen is the government buys all the central infrastructure, and private companies provide the service by leasing lines from the government.
In the pre internet (ma bell) days, AT&T was fully regulated so they weren't allowed to fuck you in the ass, even though they had a monopoly. Sort of like your power company or water company. Since cable and fiber and dsl don't fall under the old telephone service laws, companies are free to rail consumers and set up monopolies.
Best part for all of us Americans: in the early 90's, the government gave telecom companies a $200 billion grant to completely rewire the country with fiber. By 2010ish the entire country was supposed to have 45/45 speeds, unmetered, for around $40 a month.
That never happened, and the money was never seen again.

You couldn't purchase them, and by law couldn't connect any equipment they didn't own to the network without their permission. I stuck with Verizon DSL's slow as fuck service for over a decade because I refuse to sign with any ISP that has datacaps, if I can use over 300GB a month on DSL there's no way I'd use less on cable. Thankfully they've upgraded to fiber so I get an actual 10x speed increase at a cheaper rate all with no cap.
