I have heard stories of both cases happening. Sometimes Newegg refunds you and gives you a giftcard or something, and sometimes they say "Sorry, UPS said they delivered it. Deal with them."

UPS is obviously not going to do anything if it comes down to that.

My grandmother raised eight kids working as a migrant laborer and later janitor, though the "it takes a village to raise a child" mentality was alive and well back then, so the entire tight-knit family was really involved in bringing up all the kids properly.
