First you need to decide if you're using klwp or kwgt. Then, all you do is add in a square/rectangle/any other shape you want. From there you can change the opacity or add in a blur effect if you want.
Then make really thin rectangles and place them along the edges to make the border.

This isn't riced, it's just an icon pack. I'll tell you what I'd do to make it better though:
Find a higher resolution/sharper wallpaper
Either change the wallpaper or get an icon pack that matches the wp.
Hide the status bar and find a nice clock widget.
Either reorganize or get rid of some of the apps on your home screen.
Also, if you're on a custom ROM that supports that navbar fade thing (forgot what it's called) use it. Screens look much better without the soft keys.
