Not sure where you live or how much shipping is, but microcenter has a 28 inch 4k 60hz Lenovo conference monitor with built in speakers, microphone, and 1080p web cam for 330 bucks. Sure, the speakers kind of suck, but your not going to find good sounding speakers built into a monitor. If all else fails, a cheap set of speakers around 6-10 bucks will work better than most monitor speakers.
Btw, I do have that monitor. If you want the 4k at 60hz, make sure you're using a display port cable.

That's what I'm using. Is it the best in the world? Probably not, but it does everything I want for a damn good price. The only thing it doesn't have that you might want is a higher refresh rate.

Regardless, it depends on what he's playing. I don't know GPUS enough to tell you if a single 390 is gonna be enough but everything else looks fine. Also I hope you cleaned your hdd.
