-Preferably a legal jurisdiction outside of the UK, EU and US.

-Speed needs to be good, I have 200mbit internet
-Needs to not bandwidth shape and needs to allow P2P

Go with a swedish VPN that allows P2P and doesn't keep logs.
You may think Sweden isn't good for piracy anymore but that couldn't be further from the truth.
It isn't good for hosting a pirate website, but downloading as if you were any ordinary citizen is totally fine in the eyes of the government over there.
You will not find any other country that is more lenient without sacrificing significant bandwidth/speed.
