All java features are part of the language. Many of the advanced C# features are provided by compiler and runtime plugins that are not platform agnostic.
Also, most of java is open source, whereas most of C# is not. C# can't be trusted for infrastructure code because Microsoft can't be trusted to not screw over licensees with needless changes every 3 years.

It is. Roslyn, the core runtime, and all that jazz are libre on github, and the full framework source is browseable online, though not libre.
But yeah, C# is a vastly superior language. Groovy is a good alternative if you want/need the JVM, at least they're trying to make up for Java's shortcomings.
