It's that time where I need to get an upgrade on my GPU.
I'm split between 2 decisions, gtx 970 or a sapphire r9 290x?
I can't afford an that are more expensive, but I'm swapping out my radeon HD7950
so... which one?

Honestly if you have a 7950 I'd hold out a year and see what the next generation for video cards bring.
The 7950 still runs games decently, and it's likely that the die shrinks on the next generation will bring significant performance gains.

Just wait for the next Gen.
is 290X a worthy upgrade over a 7990? The 7990 is powerful, but being dual GPU has its disadvantages.
970 is better.
290x has more raw power but 970 works better the first two weeks when a new game is out.
Also, muh temps and noise.

It's an overclocked 290 with 8GB of (usually faster) memory.

Better performance. Only true downside is it runs hot, like all AMD. And obviously, it's AMD. Make what you will of that. Never owned a pc so I can't tell you if all the Nvidia shill faggots are right or not. Planning in getting this, a 390x, or if the black Friday sales treat me well, a 980.
