What the fuck does that even mean. Every computer you buy has been built. The problem with prebuilts is that 1) they charge an extra for building, so if you take out the middle man of course it's going to be cheaper, and 2) they use cheap, shitty parts trying to increase their profit margin.

If you're not concerned with the extra cost of having someone else do it, then by all means, use ibuypower or cyberpower or something like that. You'll get to pick your parts (from an array, but they have some good picks), and you pay a premium for the parts and the building. It's not an awful idea if you're busy and just can't be assed to.
