Hey I want setup a virtual Windows 98 so I can play games like Exile, Might and Magic, Fury 3, etc.
What is best way to accomplish this?
Qemu or PCem?
I am on Linux and I have a high end system.

I am not really worried about that, I am quite skilled with Linux and have Windows 10 running with PCI Passthrough on Qemu already. I am more worried about performance. How does performance compare?

Does PCEm support hardware virtualization? I haven't actually used it. FWIW, though, I have set up win98 under qemu-kvm with no issues at all, though.

This. Wine is usually straightforward for old games. Just check the winehq page.

Will XP run these games? If so, use that. It virtualizes much better than 98, because VMMs don't offer as good support for Win9x.
