Roms are not the same as rooting, you can have a custom ROM with root disabled (see Cyanogenmod defaults).
I admit for recovery you do need root to set it up so sure that works, but you should disable it immediately after its done. There is a reason Google and Cyanogenmod both disable the root account OOTB.
They probably dic it because it was the only way to stop people who make screenshot programs for it
