Windows 10 as an OS is very persistent in collecting data and telemetry. It will hammer down your firewall with connection requests through programs in ways you would normally identify with Malware, and when these requests are denied it will attempt to connect to various websites and IPv4/IPv6 addresses through different programs. You gotta either deny them all or turn off your internet connection to stop the collection from happening.

Even if you pick the former method, they'll eventually find a way to bypass the settings as they own the software. It is especially Malware-esque.

They are not the same thing but with a different UI. Windows 10 is more optimized (faster startup time, 20% less power consumption on modern CPUs) but collects data like crazy, Windows 7 is bogged down in some respects but is the modern XP. Windows 10 is not the modern 7.

All future versions of windows will have this 'spying' built in.

You can either

1)use linux
2) stay on an old version of windows that will get less and less support
3) use a mac
