They never do. This is how lawmaking is done in the post-progressive era. Laws are so ludicrously complex that nobody can ever know them to understand them, let alone follow them all. Thus, we are all in violation of some law at all times. Thus, we are all criminals. When everyone is a criminal, the authorities can then pick and choose who to oppress based on no more than who they sort of like and who they don't. But it's not tyranny, because it's "following the law." Really, the progressives found a way to make us no better than medieval kingdoms, ruling by fiat. But they call it Democracy so the sheeple will never notice.
