No, I got her a chromebook which is why I suggested one. It was the best thing I could possibly do for her even with money being no object.
I said cheap tablet because it's somewhat wasteful for someone to drop 1k on a computer that isn't being used by a power user. Chances are his mom is going to consume media 99% of the time and a tablet works well enough for that.
So given his options and that he seems to not want a chromebook I would suggest a surface.
