Every torrent client does that. It's not always called - "stalled". No torrent client will start downloading without seeds. I don't see the problem.

If the torrent has no active seeders, it will become stalled. Stalled is very close to dead, but not quite the same, since the torrent still has seeders, but they are just not seeding it. If you use magnet links, qbittorrent won't load trackers and will use dht to find them instead, here it takes half an hour. If you download and open the torrent file, trackers load and it works fine.
