The ddr3 2400. Running really doesn't matter as much for apus. Take the 2400 kit and see if to can squeeze 2800mhz out of them at stock timing. I know of a couple of people who got ddr3 3000mhz CL11 out of a good kit of 2400mhz sticks.

I was going by the general performance of the APUs which tends to sit around 60fps@720p and 30fps@1080p in a lot of games

and any multiplayer games it can run well at 1080p, for 300-400 bucks you really can't beat it unless you really skimp out on your other components

No, 2x is pretty much at worst. It's 75% more stream processors with a 40% clockspeed boost. It has 2.6x the bandwidth of DDR3-2400, too. So all around it's 2.4-2.6X a 512 processor APU.

You've been given the prices. If you can't afford the $45 extra, you really shouldn't be spending the $300 in the first place. Get a used C2D rig for $60 and throw in a used $20 9600GT.

Get the one clocked higher, the timing gap is small enough that the offset from the higher speed is greater than the offset from the higher timing.

The only way the high-clocked one is worse is if the timings are MASSIVELY different, but overall, the ones you posted comes to about the same amount of time to latency in response.

(those timings are based on the ram clock, so if that's 9 cycles @ 2133 to do something, as opposed to 10 cycles @ 2400 to do something. also, one MHz is a thousand KHz, and one KHz is a thousand Hz, and one Hz is one Cycle)

tl;dr, get the one clocked higher.
